David Dysart was elected to the Board in November 2008.  He is the Vice-Chair of the Finance and Budget Committee, and serves on the Water Conservation and Education Committee and the Legal Issues Committee.

He was born in Aurora, Colorado, where his father was stationed in the Air Force, but raised on the Stewart Ranch in Banning, attending Beaumont schools.  He has been a resident of Banning since 1956.

He served in the US Navy for twelve years.  He is a local real estate appraiser and avid fisherman.   He is active in the San Gorgonio Pass Rotary Club, the National Association of Real Estate Appraisers, and the Appraisal Institute. He attended Crafton Hills College and Cal Poly Pomona, studying environmental engineering.  He received a certificate in GIS (Geographic Information Systems) from UC Riverside. 

His grandfather was one of the original board members of the Agency, serving from 1961 to 1991. 

His term runs through November 2012.
